What is ELSTER and is it free to use?

ELSTER (short for Elektronische Steuererklärung) is the official online platform operated by the German tax authorities (Finanzverwaltung) for submitting tax returns, declarations, and other official forms digitally. The full portal is called Mein ELSTER and lives at elster.de.

It is the primary channel for direct digital communication with your local tax office (Finanzamt) without appearing in person. Once your account is active, you can file income tax returns, retrieve formal notices, request certificates, and exchange messages — all from one authenticated account.

ELSTER is free to use. There are no hidden subscription fees and no per-filing charges.

Why should I register for ELSTER before I need to file?

The activation process involves a letter sent to your registered postal address. That letter contains an activation PIN. Depending on postal load and your Finanzamt's current volume, delivery takes two to four weeks on average — sometimes longer.

If you wait until you are ready to file, you may find yourself waiting for postal mail during the most time-sensitive part of your tax year. Register in January, before you need the portal. The marginal effort is low. The time buffer is substantial.

Registration: step by step

Step 1 — Visit the official portal

Go to www.elster.de and select "Registrierung". Do not use third-party sites that resemble ELSTER. The legitimate domain is elster.de. Bookmark it directly after your first visit.

Step 2 — Choose your registration type

You will be asked how you want to identify yourself. The most common option for employed residents is registration via your tax identification number (Steuer-ID or IdNr) and personal details. Have your Steuer-ID at hand. If you do not have it yet, use the Tax ID guide first.

Step 3 — Enter your personal details

You will enter name, date of birth, Steuer-ID, and your registered address (as it appears in your Finanzamt records). The details must match exactly. Mismatches cause delays.

Step 4 — Receive and enter the activation code

After submitting the online form, ELSTER sends an activation letter to your registered address. This takes two to four weeks. When the letter arrives, log in to the portal and enter the PIN to activate your account.

Step 5 — Download and save your certificate file

Once activated, ELSTER generates a personal certificate file (.pfx extension). This file is your authentication token. Download it immediately and save it in at least two secure locations — for example, an encrypted cloud folder and a USB drive. If you lose this file without a backup, re-registration is required.

Once your account is fully active, the main capabilities are:

  • File income tax returns (Einkommensteuererklärung) directly through the portal using form-based input.

ELSTER's own interface is functional but not polished. If you find the form layout confusing, several commercial software products use the official ELSTER submission interface in the background while providing a more guided experience:

  • Taxfix — app-first experience, guided question flow, best suited for straightforward employment income.
  • SteuerGo — browser-based, simple interface, competitive pricing for basic returns.
  • Buhl Data / ELSTER-Formular-basiert tools — more advanced options for freelancers with complex deductions.

All of these submit via the official ELSTER infrastructure. Your filing is legally identical regardless of which frontend you use. The choice is purely about interface quality and how complex your tax situation is. For simple employed-only returns, Taxfix or SteuerGo are fast. For investment income, rental income, or dual-income household returns, WISO Steuer or a direct advisor makes more sense.

Phishing and fake ELSTER sites: what to know

ELSTER is a high-value target for phishing. Fake login pages, fake emails requesting your certificate file, and fraudulent "refund notification" emails are common.

Key rules:

  • The only legitimate portal is www.elster.de. Check the address bar before entering credentials.
  • ELSTER will never email you and ask for your certificate file.
  • ELSTER will never ask for bank account details by email.
  • If you receive a "tax refund" email with a link, treat it as phishing.

If you receive any suspicious communication claiming to be from ELSTER or your Finanzamt, report it to your local Finanzamt directly and do not click any links.

Certificate backup: a step most people skip

The certificate file is your entire account access. ELSTER stores no password-based recovery path that can substitute for it. If your device fails and you have no backup, you must re-register from the beginning — including the two-to-four week postal wait.

Backup recommendations:

  1. Save to an encrypted cloud folder (e.g., end-to-end encrypted service or password-protected archive in any cloud service).
  2. Save to a USB drive or external drive kept separately from your computer.
  3. Note the file's location in your critical admin folder, alongside your Steuer-ID and ELSTER activation reference.

Check once per year that the backup file is accessible and readable.
