What it is and why it exists
The Rundfunkbeitrag is a mandatory household contribution that finances Germany's public broadcasting system — ARD, ZDF, Deutschlandradio, and associated regional broadcasters. It is not a subscription you can cancel by not watching TV. It is a statutory obligation under the Rundfunkbeitragsstaatsvertrag (Interstate Broadcasting Contribution Treaty), and it applies to every private household in Germany regardless of whether you watch or listen to public media.
The current rate is EUR 18.36 per month per household. This is the same nationwide — it does not vary by state.
The Rundfunkbeitrag is separate from your income tax, rent, or any utility. It is billed directly by the Beitragsservice von ARD, ZDF und Deutschlandradio, commonly called just "the Beitragsservice."
The household principle
One household = one payment. The fee covers the residence, not the individual. If four people share a flat, only one person registers and pays EUR 18.36/month — the others are exempt from paying separately.
For flat-shares (WGs): Agree among yourselves who registers. If each flatmate independently registers (a common mistake), each will receive a separate bill. You then have to apply for the others to be exempted (Befreiung wegen Doppelzahlung), referencing the registered person's Beitragsnummer. Avoid this by coordinating upfront.
For couples or families: One registration covers the household. A partner or family member moving in does not trigger an additional payment.
How and when registration happens
After your Anmeldung, the Beitragsservice typically sends you a letter within a few weeks requesting registration. You can also proactively register at rundfunkbeitrag.de before waiting for their letter — useful if you want to set up SEPA direct debit immediately and avoid receiving multiple letters.
Registration gives you a Beitragsnummer (contribution number) — a 9-digit reference number for all future correspondence and payments. Keep it. You need it for exemption applications, address changes, and any disputes.

SEPA direct debit is the simplest setup — enter your German bank account details at rundfunkbeitrag.de and amounts are debited automatically. You can also pay by bank transfer using your Beitragsnummer as the payment reference.
The official payment rhythm is not monthly even though the contribution is expressed as EUR 18.36 per month. There is no discount for paying annually; the choice is about timing and convenience.
Who qualifies for exemption or reduction
Exemptions (Befreiungen) and reductions (Ermäßigungen) are available if you receive certain social benefits. You must apply actively — qualifying does not trigger automatic exemption.
Full exemption applies if you receive:
- Bürgergeld (formerly ALG II) or Sozialhilfe
- Grundsicherung im Alter und bei Erwerbsminderung
- BAföG (student grant) — note: working students without BAföG do not qualify automatically
- Leistungen nach dem Asylbewerberleistungsgesetz
Reduced contribution (EUR 6.12/month) applies if you have certain recognised disabilities (degree of disability ≥ 80 with specific marks).
Apply at rundfunkbeitrag.de with proof of your qualifying benefit. The exemption is granted for the duration your benefit is active — renew it when your benefit is renewed, or it lapses automatically.
The late fee problem
The contribution must be paid within four weeks after it becomes due. The Beitragsservice is not required to send a separate reminder. If the account remains in arrears, it can issue a Festsetzungsbescheid (assessment notice) with a Säumniszuschlag of 1% of the outstanding contribution debt, but at least EUR 8. Only one late surcharge can be set with each notice.
Further non-payment can lead to collection and enforcement. Do not assume a reminder will arrive before the formal notice.
The correct action: keep the payment dates from your one-time payment notice or use SEPA direct debit. If a payment is missed, clear it promptly; if you qualify for an exemption, submit the application with proof. Even if you dispute the obligation, contact the Beitragsservice in writing rather than ignoring correspondence.
Moving and leaving Germany
Moving within Germany: Update your address at rundfunkbeitrag.de. Your Beitragsnummer stays the same. Your payment obligation continues without interruption.
Moving out of Germany: Once you have your Abmeldebestätigung (deregistration confirmation from the Einwohnermeldeamt), submit a Abmeldung vom Rundfunkbeitrag (deregistration from the contribution) at rundfunkbeitrag.de. Attach a copy of your Abmeldebestätigung as proof. The contribution obligation ends on the date of your departure, not when you submit the form — so apply promptly to avoid being billed for months after you have left.
