What online Anmeldung actually is

Germany's federal government has been rolling out online residence registration (Wohnsitzanmeldung) since 2022. Rather than attending a Bürgeramt appointment in person, you complete the process through the federal portal and authenticate yourself with an eID (elektronischer Personalausweis).

It is not available everywhere, not for everyone, and not without technical requirements. Read this before assuming you can skip the in-person appointment.


When you can use it

All three conditions must apply:

  1. Your municipality participates — check the federal service page at verwaltung.bund.de and then your local city portal. Participation can change, so verify right before starting.

  2. You have a German ID card (Personalausweis) with activated eID function — EU/EEA citizens with a German residence permit chip card may also qualify in some municipalities. Non-EU citizens with only a foreign passport cannot use the online process and must attend in person.

  3. You have the AusweisApp — the official German government app (available on iOS and Android) that reads your ID card chip via NFC. Your smartphone must support NFC. Without it, you cannot authenticate.


What you still need in every case

The online process does not eliminate document requirements — it digitises the submission:

  • Wohnungsgeberbestätigung — your landlord's signed confirmation that you have moved in (§19 BMG). Required online just as for an in-person appointment. Upload a scan or clear photo.
  • Your ID or passport details — entered into the portal form
  • AusweisApp + NFC phone — for identity verification

If you cannot produce the Wohnungsgeberbestätigung, neither the online nor the in-person process will work.


Step-by-step: how the online process works

  1. Open the federal service entry at verwaltung.bund.de and switch to your municipality's online form
  2. Confirm the service is active for your city and your situation (new registration, not a change of name or marital status)
  3. Start the form and enter your personal details and new address
  4. Upload a scan of your Wohnungsgeberbestätigung
  5. Authenticate your identity using AusweisApp: open the app, hold your ID card to the back of your phone, enter your eID PIN
  6. Submit — you receive a digital Meldebestätigung (registration confirmation) by email or download

The whole process takes 10–20 minutes once you have the documents ready and the app configured.


The eID PIN problem

Many people with German ID cards have never activated or set their eID PIN. If you do not know your PIN:

  • Request a new PIN reset letter at pin-ruecksetzbrief-bestellen.de — the letter usually arrives within a few weeks
  • Visit any Bürgeramt with your ID card and ask them to set a new PIN on the spot — faster, no postal wait

If your eID chip is not activated (some older ID cards), you must go to the Bürgeramt. You cannot activate it remotely.

If there is any doubt about your eligibility, book an in-person appointment in parallel while you check. In high-demand cities, appointment slots book out weeks in advance.


What you get at the end

The digital Meldebestätigung carries the same legal weight as a paper one issued at the Bürgeramt. It triggers the same downstream effects: BZSt sends your tax ID letter, you can use it as proof of address for banking and employer onboarding. Download it and save it in PDF — you will need it.

The Beitragsservice (Rundfunkbeitrag) will receive your registration data automatically, just as with an in-person registration.
